In Cumberland County, preparations are underway for the arrival of Hurricane Sandy.

The beauty of the Susquehanna River and the Yellow Breeches Creek can quickly change to devastation when flood waters overflow of into New Cumberland. But the borough and it's first responders are prepared for whatever might come their way.

John "Jack" Murray, President of the New Cumberland Borough Council says the area is not new to flooding. "We've been through a number of floods.  Matter of fact, i was just a kid but i was in the '36 flood.  I've been through so many floods."

It was just in September 2011 that heavy rains brought the river over flood stage, causing a damming of the Yellow Breeches and sending water into streets, home and businesses in the southeast end of town. And now this community must wait and see what this storm system will deliver.

In addition to flooding, strong winds could bring down trees, damaging property and knocking out electric power.  Facing those challenges doesn't phase Murray.  "I hope nothing really bad happens.  I always feel very confident because our fire department, our highway department, the sewer plant, all the borough employees, they're all experienced.  We don't have to have lengthy meetings.  We all know what our responsibilities are.  And we go out and take care of business."

New Cumberland falls within the 10-mile radius of Three Mile Island Nuclear Plant.  So every two years the Borough's Emergency Preparedness and Response is exercised and tested by the Federal Government.

But the Council President says it works because New Cumberland doesn't have to beg for volunteers. The corps of first responders has little turnover. They know exactly what to do and when to do it.
