Mobile home park owner charged with illegally dumping sewage in Berks County

A Berks County man who owns three mobile home parks in Berks, Dauphin and York counties was charged Wednesday by the Attorney General’s Environmental Crimes Section after allegedly illegally discharging untreated sewage into a tributary of the Schuylkill River and allegedly falsifying permit applications. 

Frank Perano, 55, of 2846 Main St., Apt. 12A, Morgantown, Berks County owns 77 mobile home parks in Pennsylvania, Delaware and Virginia, including the following in Central PA;

  • Pleasant Hills Mobile Home Park, Hills Drive, Tilden Township, Berks County;
  • Mountain View Terrace MHP, Red Bank Road, Newberry Township, York County; and
  • Cedar Manor Mobile Home Park, Florence Drive, Londonderry Township, Dauphin County.

According to the criminal complaint, the investigation revealed that untreated and/or improperly treated sewage was discharged from the Berks County mobile home park’s sewage treatment plant into a tributary of the Schuylkill River.
Additionally, Kelly said that Perano allegedly submitted national Pollution Discharge Elimination System (NPDES) permit renewal applications for the Berks, Dauphin and York county mobile home parks to the Pennsylvania Department of Environmental Protection (DEP), which contained falsified information regarding the operation of the sewage treatment plants.

Perano is charged with three counts of unlawful conduct under the Clean Streams Act and three counts of tampering with public records.
