A Boiling Springs man is facing charges after he was found in connection with a death that happened in February.
Somwang Kakhankham (also known as Jeff), of 309 Glen Avenue, is charged with Delivery resulting in death. A witness saw Kakhankham leaving a home on West Penn Street in Carlisle sometime on February 6.
After Kakhankham left, William Lee Westmoreland, 22, was found dead in his home. Police found bags of heroin marked with "Black Out" during a search of the home.
On February 6 and 7, officers were able to buy heroin bags stamped "Black Out" from the Kakhankham. And after a parole check, officials found more heroin bags stamped "black out" in his home. He also told witnesses he provided the heroin to Westmoreland.
A coroners report showed the levels of morphine (heroin turns to morphine once in the blood stream) were well above the theraputic level.
Kakhankham is in Cumberland County Prison with $250,000 bail.
