The man accused of kidnapping a student last week from the campus of Harrisburg Area Community College and later sexually assaulting her had three additional charges added to the ones against him on Monday.
In addition, the district judge revoked the possibility of bail.
Clarence Shaffer appeared Monday at a preliminary hearing. Magisterial District Judge Richard Dougherty told the defendant with the additional criminal charges, he was now an "immediate and extreme danger and threat to the community." Dougherty also revoked the $2 million dollar bail he originally set.
“This guy here is a predator," commented Police Chief Todd Bashore of East Pennsboro Township. "The court system could not keep him in jail and as a result of what occurred hopefully he'll not be out of jail to do this to some other victim."
Shaffer is accused of kidnapping a HACC student from the parking lot at gunpoint last Monday. He had been released from prison the week before after completing a 14-year sentence for committing a similar assault.
This time Shaffer forced her to drive to a wooded area in West Fairview. There he made her disrobe, repeatedly kicked her and slapped her, then sexually assaulted her. Police said after having more time to speak with the victim, the additional charges were filed.
“It was a process that took a little bit of time. She did great,” Bashore told us. “Till we got the whole story of what occurred down at the crime scene. That is what brought us here today with three additional charges."
There was no testimony at Monday's preliminary hearing. Shaffer waived all 13 counts to Cumberland County court.
As he left his hearing, Shaffer had no comment. When arrested last week, he said he did it so he could go back to prison.
Steelton Police were waiting to speak with Shaffer after the hearing. Following the interview, police said Shaffer admitted to burglarizing the Divine Book Store in Steelton on October 21, one of three times he had been released from prison on parole.
