The federal government has prosecuted many cases in relation to bogus refund checks. The IRS says that sometimes the address of recipient will put someone in the middle of a scam without them even knowing.
One suggestion to deal with it would be to let your postal worker know that you want to be notified anytime mail arrives with any other name on it to your home.
