Carlisle's controversial Tax Collector has been getting paid since September, even though a court order prohibits him from performing the duties.
Now he's changed his legal address from Carlisle to Philadelphia, and that bothers Cumberland County District Attorney Dave Freed.
George Hicks Jr. was arrested last summer for allegedly selling Marijuana to an undercover cop on two different occasions. That didn't sit well with the District Attorney, so he filed a civil suit against the tax collector.
When Hicks left the courthouse following the hearing, he was still tax collector and he was still being paid. But the judge prohibited him from assuming the responsibilities of tax collector. That was turned over to Carlisle Borough's finance department.
Hicks has been compensated by the borough for a total of $182.50. Cumberland County paid him $1,040. The total paid to him by the Carlisle Area School was $7,384.40 or more than $8,500 dollars for five months of no work.
In late January, CBS 21 News reported that a check of voter registration rolls show hicks legal address is not in Carlisle anymore, but now in Philadelphia.
That information prompted the D.A to request another hearing in civil court, hoping to strip him from office before the end of the criminal proceedings. With new tax bills reaching property owners this week, Freed doesn't want Hicks getting any more money till a decision is reached at the March 14th hearing. "We have an escrow account within our office. I was thinking along the lines rather than give the money to someone who hasn't heard it, pending the outcome of this case, let's hang onto it so we can be sure it gets to the right place."
County Controller Al Whitcomb has been auditing the tax collector's books after a $20,000 discrepancy was discovered. Five months later no final report has been completed. Whitcomb's office did not respond to requests for infornation.
