A man is suing three state troopers and a corporal out of Franklin County. He says he was severely beaten while handcuffed and restrained in a police cruiser. The entire encounter was caught on tape.
The Corporal, Christian Fow, in this case has been cleared of criminal charges.
The suit was filed in federal court in Harrisburg by Christopher Broadwater, claiming his civil rights were violated. Portions of the incident can be seen or heard from an in-car video. Some viewers might find portions of this story too graphic.
According to the complaint, Broadwater was complaining the handcuffs were too tight. Cpl. Christian Fow is seen opening the rear door then pepper-spraying Broadwater.
He moves his face out of camera range, but you can hear the sound of someone being struck. The camera then shows a bloodied face.
The attack continued for two more minutes outside the patrol. Broadwater was treated for his injuries at Chambersburg Hospital.
Also named in the suit are troopers Nathan Swink, Ralph Hockenberry and David Rush and retired State Police Supervisor Clifford Jobe, Jr.
Cpl. Fow was recently cleared of any criminal wrong doing. State police were asked to respond to the lawsuit. The agency says it does comment on pending lawsuits.
