Group of moms work to save trick or treat night for local kids after township cancels

A group of parents in York County recognize the destruction Sandy has brought to our neighboring states,  but they weren't going to let the storm spook away their kids Halloween.  

West Manchester Township is one of the municipalities that canceled Trick or Treat.  Commissioners said the reason for cancellation was first and foremost a safety decision, after Sandy blew through the area and caused damages in the area.

But some moms got together and handed out fliers to make sure their kids can still participate in the tradition, get dressed up in their costumes, and go door to door to get some candy.

Township Manager Kelly Kelch says even though it is a tradition, the decision to cancel was focused on safety.   The township has been in a state of emergency since the storm hit, and the township couldn't sponsor the event with the promise of full manpower. 

Typically on Trick or Treat night they'd have extra police out on the street for safety, but this year they don't have the extra help since Sandy stormed through.

Kelch said crews are still out with damages from the storm, so the extra man power is not there. "We do have some roads still closed, some power lines, and sewer.  But we're glad we're in a situation like this when this is one of the major issues we're dealing with."

For one township mom Chrissy Sparks, no Trick or Treat was out of the question for her kids.  "They were pretty upset, especially my son who is five.  My neighbor said we could all get together and do a party, but my five year old was like, oh mom i want to trick or treat."

Sparks and other local parents spent yesterday planning, so tonight their kids can have a Halloween. "We kind of rallied together and came up with fliers and yesterday we rallied in the rain and kind of reverse trick or treated. We handed out fliers and put them on doors."

She says the reaction to the flyers was positive, and anyone who is planning on handing out candy will leave a light on. "It's tradition, yeah i mean i grew up in Florida where there were hurricanes and we always pushed forward.  You have to move forward and live life, you can't let something like this bring you down."

The township says that it is fine for the children to go out with their parents and trick or treat on their own, even though they can't provide extra crews for safety.
