Police arrest man with heroin packets known as ‘ice cream sandwiches’

On Friday, Lancaster County Drug Task Force executed a search warrant of a car on West Orange Street in the City of Lancaster.

The vehicle, a dark blue Chevrolet Trail Blazer, was operated by 28-year-old Jose Perez-Velasquez.

When police searched the SUV, the found three packages found wrapped in magazine print, which is common packaging for multiple, smaller bundles of heroin. This packages are commonly called ‘sticks’ or ‘ice cream sandwiches’.

Further investigation found each of the three packages contained multiple bundles of smaller packets of heroin. An official count found a total of 833 packets of heroin.

Each packet was marked with the street brand name of “premium” and had a street value of $8000.

Also seized from the vehicle was a scale with cocaine residue on it and a prescription pill bottle with seven Oxycodone tablets inside. The pills were not prescribed to Perez-Velasquez.

As a result of the search, Perez-Valezquez was arrested and charged with possession with intent to deliver heroin, possession of a controlled substance and possession of drug paraphernalia.

He was arraigned and committed to Lancaster County Prison on $30,000 bail.
