The owner of Park City Center is taking numerous steps to prevent the crows from congregating on the roof of the mall.
The owner has applied for a noise variance from the City of Lancaster. At this point, they are going to use crow effigies to try to keep the crows of the roof.
However, if the effigies are unsuccessful, propane cannons will use sound to scare away the crows. The use of the cannons could begin on December 27.
Lancaster City Police, Park City Center and a consultant on crow behavior have been in communication to determine how to best handle the crows.
