Agents from the Attorney General’s Bureau of Narcotics Investigation (BNI) have filed criminal charges against four individuals allegedly linked to a drug trafficking network responsible for the distribution of more than $300,000 worth of heroin in southeastern Pennsylvania.
Attorney General Linda Kelly identified the defendants as Randy Jimenez, 31 of Philadelphia; Angela L. Perdomo, 41 of New York, NY; David Garcia-Cruz; 32 of Reading; and Erik T. Kinder, 38 of Douglassville.
Kelly said the arrests are the result of a five month investigation by the Attorney General’s Office into the distribution and sale of heroin in the Reading area.
Evidence and testimony about the drug trafficking operation was presented to a statewide investigating grand jury which recommended the criminal charges that were filed today.
According to investigators, Randy Jimenez, also known as “Randy the Dominican” was identified as a source for bulk quantities of heroin allegedly being purchased in Philadelphia and transported to Berks County for distribution and sale.
Kelly said that in June 2012 undercover agents monitored a pre-arranged drug sale in Philadelphia involving Jimenez and a suspected drug dealer from Reading. Angela Perdomo accompanied Jimenez to that meeting and allegedly assisted with the transaction.
Kelly said that street-corner exchange in Philadelphia allegedly involved the sale of 200 grams of heroin for $16,000. The drugs and cash were seized by BNI agents, assisted by Philadelphia Police, immediately after the sale.
The drugs seized in Philadelphia were allegedly intended for David Garcia-Cruz, also known as “Uncle D,” who was suspected of selling large quantities of heroin in the Reading area.
Kelly said a controlled drug purchase involving Garcia-Cruz, which occurred in Berks County in March 2012, resulted in the recovery of approximately 336 grams of heroin, two bulletproof vests, four firearms, drug packaging materials and numerous vehicles. Most of the items were located in storage units in the Reading area.
Berks County resident Erik Kinder was also identified by BNI agents as a member of this drug organization. Kinder allegedly served as an intermediary for drug buys involving Garcia-Cruz.
Criminal charges were filed today in Berks County against all four defendants.
Jimenez is charged with two counts of participating in a corrupt organization and three counts of delivery of a controlled substance. He is also charged with two counts of possession of a controlled substance and one count of criminal use of a telephone facility.
Perdomo is charged with two counts of participating in a corrupt organization, two counts of delivery of a controlled substance and one count of possession of a controlled substance.
Garcia-Cruz is charged with two counts of participating in a corrupt organization, four counts of delivery of a controlled substance, two counts of possession of a controlled substance and one count of criminal use of a telephone facility.
Kinder is charged with two counts of participating in a corrupt organization, two counts of delivery of a controlled substance, one count of possession of a controlled substance and one count of criminal use of a telephone facility.
Preliminary arraignments will be scheduled before Mohnton Magisterial District Judge Nicholas Bentz.
Kelly thanked the Philadelphia Police Department for their extensive cooperation and assistance with this investigation. She also thanked the Berks County District Attorney’s Office.
The case will be prosecuted in Berks County by Deputy Attorney General Michael S. Dugan of the Attorney General’s Drug Strike Force Section.
